                           光伏发电项目投资效益计算质量及效率提升研究

                   摘要:在“双碳”政策等宏观背景下,我国能源结构逐渐优化,光伏发电在其中起到重要作用

                     。随着光伏发电项目投资数量增长,相关设计业务的需求也在与日俱增。近年来,江苏院
                   光伏发电项目前期设计工作的委托量不断攀升,新能源公司、发电公司和综合能源公司纷纷
                   开展光伏发电项目设计服务,这对技经公司光伏投资效益计算人员的质量及效率提出了更高
                   要求,急需通过提质增效的改进,缓解当前光伏发电项目投资效益计算工作中劳动力与工作
                   量的矛盾。本文首先对公司目前光伏发电项目投资效益计算过程进行全面分析,找出工序中
                   能够改进的主要环节,为工程量输入和基本参数设定。其次,通过调查统计和试验论证,得
                   到导致这两个环节工作耗时长的主要原因分别是无提资模板和软件智能化程度低。然后,根
                   据要因制定标准化提资模板,并且自主开发符合需求的智能化软件。最后,通过案例实测,
                   运用数学方法正态性检验、Levene 检验和双样本 T 检验,证实改进措施切实有效,实现了
                   提升光伏发电项目投资效益计算质量及效率的目的。

                         Research on improving the quality and efficiency of
                        investment benefit calculation of photovoltaic projects

                   Abstract:Under  the  macro  background  of  energy  conservation  and  emission  reduction,  China's
                   energy  structure  is  gradually  optimized,  and  photovoltaic  power  generation  is  very  important.
                   With the increase of investment in photovoltaic power generation projects, the demand for design
                   business is also growing. In recent years, the company's photovoltaic power generation project
                   design  work  has  increased.  New  energy  companies,  power  generation  companies  and
                   comprehensive  energy  companies  have  all  carried  out  photovoltaic  power  generation  project
                   design, which requires more efficient technical and economic calculation. It is urgent to improve
                   the existing calculation methods to alleviate the contradiction between labor and workload in the
                   current calculation of investment benefits of photovoltaic power generation projects. In this paper,
                   the investment benefit calculation process of the company's current photovoltaic power generation
                   project is comprehensively analyzed, and the main links that can be improved in the process are
                   found  out,  which  is  the  input  of  engineering  quantities  and  the  setting  of  basic  parameters.
                   Secondly,  through  investigation,  statistics  and  experimental  demonstration,  it  is  found  that  the
                   main reasons for the long time-consuming work in these two links are the lack of information
                   template  and  the  low  degree  of  software  intelligence.  Then,  according  to  the  main  factors,
                   formulate  a  standardized  funding  template,  and  independently  develop  intelligent  software  that
                   meets the needs. Finally, through the case measurement, the mathematical methods of normality
                   test, Levene test and double sample t test are used to verify that the improvement measures are
                   practical  and  effective,  and  the  purpose  of  improving  the  quality  and  efficiency  of  investment
                   benefit calculation of photovoltaic power generation projects is realized.

                       投资效益计算(Investment Efficiency)是项目前期投资决策的重要环节 ,主要工作
                   内容是技经人员编制投资估算,根据估算金额及项目运行边界条件计算项目的经济效益,投
                   资效益的计算结果是论证项目可行性的主要依据之一。
                       近年来,光伏发电项目随着绿色、可再生能源为主导的低碳新能源体系的建立,迎来发

                   展窗口期 。我国也在联合国大会上向国际社会作出碳达峰、碳中和的郑重承诺,响应节能
