摘要：中南院历来十分重视质量管理工作，曾多次获得中国能建质量先进单位。质量管理工
作的成效离不开基层，近年来，中南院的一线基层科室运用信息化等手段进行了一系列质量
管理创新尝试，取得了不错的效果。随着公司 EPC 项目营收占比持续增大，工程总承包项目
的质量管理面临越来越多挑战的同时也出现了更多的良好经验做法。本文对基层质量管理、
总承包项目质量管理工作中的创新方法和经验进行了探讨，为其他单位开展类似工作提供了
参考和借鉴。

Discussion on innovative methods and experience of design
and general contracting and quality management

Abstract: CSEPDI has always attached great importance to quality management and has been
awarded the Advanced Quality Unit of CEEC for many times. The effectiveness of quality
management cannot be separated from the grass-roots level. In recent years, the front-line
grass-roots departments of CSEPDI have made a series of innovative attempts in quality
management by means of information technology, and have achieved good results. As the
proportion of the company's EPC project revenue continues to increase, the quality management
of the EPC project also faces more and more challenges. There are also more good experiences
and practices in the on-site quality management of the EPC project. This paper discusses the
innovative methods and experiences in the grass-roots quality management and the quality
management of the EPC project, providing reference and reference for other units to carry out
similar work.

1 前言
中国能建《中国能源建设股份有限公司加强“质量三基”建设指导意见》明确提出了强
化基层质量责任、增强基础能力、提升基本素质的“质量三基”建设要求。中南院近年来，
在基层优秀质量团队建设、基层质量活动和质量基础管理创新上做了一些有益尝试，在工程
总承包现场质量管理方面也有一些创新举措，本文不对质量管理的常规做法进行过多赘述，
而是从勘测设计基层质量管理、总承包项目质量管理、基层质量管理常见问题及解决建议三
个方面，选取具有一定创新性的经验和做法进行总结与探讨，以供参考。
2 勘测设计基层质量管理
基层质量管理的阵地在各个专业科室，以下将选取中南院各个基层科室中具有代表性和
创新性的质量管理举措予以讨论。
2.1 基层制度建设
作为一线员工，感受最直接的依然还是所在科室制定的相关制度。专业科室根据自身专
业特点制定了《XX 室生产质量管理规定》、《XX 室卷册设计人任务范围细则》、《XX 室科标信
