新形势下新能源业务创新工作方法探讨

摘要：随着国家能源政策的不断调整，新能源行业逐渐步入快速发展阶段。本文通过对东北
院公司新能源业务十几年的发展历程的论述，说明了电力设计企业在企业转型、做强做大实
现战略发展目标的过程中，首先要进行适应性组织建设，另外需在科技创新、市场培育、提
高项目履约水平、精细化设计等方面采取必要的措施，促进东北院公司的可持续发展，为能
建集团早日实现具有行业领先、世界一流的工程公司战略愿景贡献力量。

Discussion on working methods of new energy business

innovation under new situation

Abstract: With the continuous adjustment of national energy policy, the new energy industry has
gradually entered the stage of rapid development. Based on the discussion of the development
history of new energy business of Northeast Institute Company for more than ten years, this paper
explains that in the process of enterprise transformation, strengthening and expanding to achieve
the strategic development goals, the power design enterprises should first carry out the adaptive
organization construction, in addition, they need to take necessary measures in scientific and
technological innovation, market cultivation, improvement of project performance level, fine
design and other aspects. Promote the sustainable development of Northeast Institute Company,
and contribute to the early realization of the strategic vision of Nengjian Group as a leading and
world-class engineering company.

1 引言
从 2007 年开始，我国新能源产业在过去的 15 年里得到了快速发展，2012 年底，煤炭
占能源结构的总体比重为 68.5%，2017 年降至至 60.4%。2017 年底，清洁能源占全国发电装
机比重达到 38%，其中风电约 1.6 亿千瓦，光伏约 1.3 亿千瓦；2022 年底，清洁能源占全国
发电装机比重达到 48%，其中风电约 3.7 亿千瓦，光伏约 3.9 亿千瓦。
党的十八大以来，在总书记“四个革命、一个合作”能源安全新战略的科学指引下，多
轮驱动的能源供给体系逐步完善，供给质量和效益不断提升，能源自给率保持在 80% 以上，
不仅经受住了重大自然灾害等方面的严峻考验，而且有力应对了国际能源价格动荡对我发展
的传导影响，为促进经济社会高质量发展提供了坚实的能源保障。作为能源生产和消费大国，
确保能源安全始终是做好能源工作的首要任务。
为确保到 2025 年非化石能源消费比重达到 20% 左右、到 2030 年达到 25% 左右，国
家能源局明确提出了需大力发展清洁能源，稳步推进以沙漠、戈壁、荒漠地区为重点的大型
风电光伏基地建设和海上风电基地的建设。
随着国家新能源政策的不断调整，作为电力先行的设计企业应顺应市场的变化快速做出
改变，方能在残酷的市场竞争中立于不败之地。
2 新能源发展初期市场业务特点
以风电为例。在我国风电发展起步较晚，直到改革开放初期，才开始风电领域的探索。
最初，只能借助国际合作才能建成风电场项目，2007 年国内风电企业的市场占有率首次超
过外资；2010 年，中国新增和累计装机量首次超过美国。自 2012 年以来，在国家政策的大
力支持下，依靠全体从业人员的共同努力，中国风电产业取得了举世瞩目的成就，建成了全
球最大的风电市场，技术实力领跑各国，开发布局不断优化。在应对气候变化，推动经济发
展、带动产业发展，解决人员就业等方面的价值全面显现，统计数据表明， 2021 年，中国
