火电建设 EPC 总承包项目设计变更和升版图纸执行的质量
风险管控措施探究

摘要:火电建设项目规模大、工期紧、专业多,因此设计变更和升版图纸纸数量较多,目
前国内大多数项目都已认识到设计变更和升版图纸会对项目的质量、费用、进度等产生重
要影响,但对于设计变更和升版图纸纸执行的管理鲜有提及,可以看出目前国内大多数项
目对于设计变更或升版图纸执行的管理较粗放,极易产生设计变更或升版图纸未执行或执
行不到位等问题,从而导致质量隐患甚至质量事故。文章立足于某百万机组 EPC 总承包项
目管理实践经验,从 EPC 项目管理的操作层面总结归纳了优化发放流程等十一项行之有效
的管理措施,有效避免了因设计变更和升版图纸或升版图纸未执行或执行不到位而带来的
质量风险。

Research on quality risk control measures for
implementation of design change and upgraded drawings in
thermal power construction EPC project

Abstract: Thermal power construction projects are large in scale, tight in construction period and
many in disciplines, so the number of design changes and updated drawings is large. At present,
most domestic projects have realized that design changes and updated drawings will have an
important impact on the quality, cost, progress, etc. of the project, but the management of design
changes and updated drawings implementation is rarely mentioned, It can be seen that the
management of the implementation of design changes or upgraded drawings is extensive in most
domestic projects at present, which is easy to cause problems such as design changes or upgraded
drawings not implemented or not implemented in place, resulting in quality hazards and even
quality accidents. Based on the practical experience of the EPC project management of a million
units, the article summarizes 11 effective management measures such as optimizing the
distribution process from the operational level of the EPC project management, effectively
avoiding the quality risk caused by the design changes and the upgrade drawings or the upgrade
drawings not implemented or not implemented in place.

但对于设计变更和升版图纸执行的管理鲜有提及[1-5],可以看出目前国内大多数项目对于
设计变更或升版图纸执行的管理较粗放,极易产生设计变更或升版图纸未执行或执行不到位
等问题,从而导致质量隐患甚至质量事故。
因此,为避免产生因设计变更或升版图纸未执行或执行不到位而带来的质量风险,文章
立足于某百万机组 EPC 总承包项目管理实践经验,从 EPC 项目管理的操作层面总结归纳了以
下行之有效的管理措施。
1 增设设计变更和升版图纸管理专员
为加强设计变更和升版图纸管理,压实管理责任,项目工程部可增设设计变更和升版图
纸管理专员岗位,岗位负责将设计工代发出的电子版设计变更第一时间发放至工程部领导、
相应专业工程师和相关施工单位,负责督促各专业工程师落实设计变更和升版图纸执行情况
并进行汇总,负责将设计变更和升版图纸执行情况汇总表发放给质量部。
