新版国标下构建企业标准体系研究

摘要：企业标准化工作系列国家标准 2017 年发布最新版，与 2003 版相比，无论是从标准的
内容、企业标准体系构建的表现形式还是所体现的思维方式上都有较大改动。笔者结合单位
企业标准化现状，探讨依照 2003 版国标建立的企业标准体系如何转化为依照新版国标建立
企业标准体系，以推动企业管理精细化、标准化。

Research on Building Enterprise Standard System under The
Latest National Standard

Abstract: The latest version of the national standard of enterprise standardization work series was
released in 2017. Compared with the 2003 version, there are major changes in the content of the
standard, the form of expression of the enterprise standard system construction, and the way of
thinking reflected. Based on the current situation of enterprise standardization, the author
discusses how to transform the enterprise standard system established in accordance with the 2003
version of the national standard into the enterprise standard system established in accordance with
the new version of the national standard, so as to promote the refinement and standardization of
enterprise management.

1 前言
企业的生产经营活动一般都是依据标准开展，以标准手段规范企业生产经营活动中的各
个环节，将这些客观存在的标准有机结合在一起，形成一个整体构建企业标准体系。通过开
展标准化工作有助于促进企业转型升级、提高生产效率、提高企业精细化管理水平、保障产
品质量，从而促进企业管理的跨越，实现高质量发展。
2017 年《企业标准体系 要求》（GB/T 15496-2017）进行了修订，与 2003 版对比，新
版标准无论是从内容、企业标准体系构建的表现形式还是所体现的思维方式上与 2003 版有
着较大区别。笔者结合实际工作，浅谈公司依照旧版国标建立的企业标准体系如何转化为依
据新版国标修改企业标准体系的经验。
2 企业标准体系现状分析
2.1 2003 版企业标准体系组成
根据 GB/T 15496-2003 规定，企业标准体系由基础标准、技术标准体系、管理标准体系、
工作标准体系以及标准体系要求和标准体系评价组成。企业标准体系基本结构图如图 1 所示。
“基础标准（企）”是本企业采用国家、行业基础标准或企业转化国家、行业基础标准二制
定的基础性标准； “技术标准体系”应包括企业实施的各种要求类规范性文件和产品标准；
“管理标准体系”应包括企业实施的各种管理体系程序文件以及经营管理相关的制度和要求；
“工作标准体系”应包括企业所有工作岗位要求标准以及岗位职责。其中技术标准和管理标
准相互制约，共同指导和制约工作标准。
