基于 EPC 总承包模式下工程质量信息化平台建设

摘要：随着国家建设进程提速，近年 EPC 总承包在工程中的运用越加频繁，其依靠设计—施
工—采购一体化的承包模式，全面提升工程综合素质。但由于该模式在我国运用时间短，EPC
总承包工程缺少实施经验，管理理念较为落后，易导致工程质量管理出现漏洞，尤其是前期
设计阶段和采购阶段中对质量的把控，对后期施工质量影响较大，因此基于 EPC 总承包模式
下工程质量信息化平台的建设刻不容缓。本文先总结质量管理理论的发展路径，再通过 EPC
总承包模式质量管理特点引出质量整改管理理念，并围绕质量整改管理开展工程质量信息化
平台的建设。

based on EPC general contracting mode

Abstract: With the acceleration of national construction, EPC general contracting has been used
more and more frequently in projects in recent years. It relies on the integrated contracting mode
of design-construction-procurement to comprehensively improve the comprehensive quality of
projects. However, due to the short application time of this model in China, the lack of
implementation experience and backward management concept of EPC general contracting project,
it is easy to lead to loopholes in project quality management, especially in the early design stage
and procurement stage, which has a great impact on the later construction quality. Therefore, it is
urgent to build an engineering quality information platform based on EPC general contracting
model. This paper first summarizes the development path of quality management theory, then
leads to the concept of quality rectification management through the quality management
characteristics of EPC general contracting mode, and develops the construction of engineering
quality information platform around quality rectification management.

1 引言
2016 年 6 月，住房与城乡建设部发布《关于进一步推进工程总承包发展的若干意见》，
EPC 总承包模式是通过同一个单位在设计、采购、施工等各环节的深度融合，在工程全生命
周期通过一个单位在工程管理的统筹控制，在质量、安全等方面提高工程素质，相对于传统

的多单位合作，有较强的目标一致性原则，可以极大提高工程建设质量 。
2017 年 2 月，国务院办公厅发布《关于促进建筑业持续健康发展的意见》，表明要迅速
推进 EPC 总承包模式，加快建立相关制度，落实 EPC 总承包单位的责任制，要求其对工程进

行全面负责，主要对项目质量、进度、安全进行统筹管理 。
在国家政策引导下，EPC 总承包项目数量急速扩张，各单位了解到新模式下的大规模市
场。较多勘察设计单位转型承接 EPC 总承包项目，新模式下的新签合同额大幅提升，EPC 总

承包项目营收额占其总营收比重超 70% 。
但 EPC 总承包模式正处于起步阶段，在我国发展时间较短，大部分企业转行接触新模式
情况下，缺少管理经验，同时面临设计—施工—采购三方作为一个端口统筹对项目进行管理，
其工作量大、专业交叉严重提高项目出现问题的概率，且在重视项目质量的过程中需要考虑
项目成本、进度、安全等方面，因而 EPC 总承包项目在质量管理方面比传统模式难度更大。
本文通过对质量管理理论的归纳总结，深入分析，假定下一阶段的质量管理核心在于质
量整改管理，依据假设配合 EPC 总承包项目质量管理特点，通过建立 EPC 总承包模式下的质
量管理信息化平台，提升质量管理水平。
